HISTORY OF ALL INDIA BAHUJAN
DEFENCE EMPLOYEES FEDERATION [AIBDEF]
On 4th November
2007, the meeting of the group of defense civilian employees Sh.S.N.Singh
(Agra), Mukesh kumar (Delhi), Ram Niwas Pipal (Agra), Harish.Y. Gaikwad (Pune),
V. Manendra Rao (Medak, AP), DSN Raju (Pune), R. B. Pawa (Pune), J. B. Bhosle
(Pune), D.B. Shinde (Pune), Karan Singh (Delhi), K. S. Ohal (Pune), B.N. Kamble
(Pune), Manoj kumar (Delhi), Shyam Sunder (Delhi), Balwan Singh (Delhi),
Chattar Singh (Delhi), eaders of independent union founded AIBDEF.
The name was
adopted in the meeting held by Mukesh Kumar, of AIBDEF and other associates in
Rajendra Place, Deendyal marg. New
Delhi. The main role played by Bahujan
Sharmik Sangh, AOC Uplift Union, SC / ST Association 505 ABW, Karamveer Union,
Real Smployees Union and Ammunition Factory Kamgar Sangthana in the formation
of AIBDEF.
The first meeting was organized under the
chairmanship of Sh. S. N.
Singh (G.S. 509 Employees Union recognized by[ MOD] in which Sh. N.
R. Thagela was Chief Guest. The meeting was called and arranged by Mukesh
Kumar. in Delhi. In this meeting felt the locking of the platform
(Federation) of the registered trade union working in MOD establishment
because three existing 'Federation' are
not working properly in favor of the defense civilian employees and these
federations have forgotten the path of the grade union movement. Retired persons are holding the

It felt that we needed a federation that was originally on the trade
union movement and did the work for defense civilian employees. Many names suggested by the founding members,
finally 'All India Bahujan Defense Employees Federation' (AIBDEF in short) name
was selected by the founding members.
Several
independent unions (not affiliated to any federation) are working in Defense
Establishment which requires a strong
platform who provide one roof
like as Umbrella for redresses of collective grievances, promotion of
welfare of defense civilian employees and resolving industrial disputes raised
in MOD and also will Maintain cordial
and harmonious industrial relationships in Defense Establishments.
On 12th
December 2009, Mukesh kumar and Harish Y.
Gaikwad has been elected for the post of General Secretary and President
for conduction the Federation in the National Meeting of AIBDEF founder members
held at Mohan Singh place, Connaught Place, New Delhi. It was decided in this meeting that AIBDEF
will also be participating in membership verification election conducted by MOD
on 03rd February 2010 through all affiliated trade unions. AIBDEF was secured 4570 votes in membership
verification election conducted by MOD on 03rd February 2010 which
was for allotment of JCM seats in 2nd, 3rd level. Three National

AIMS AND OBJECTS OF AIBDEF
1. To organize and
to unite the Civilian Defense Employees (who are not governed by the Army, Navy
or Air Force Act), serving in various departments of the Ministry of Defense,
in the shape of Trade Unions /
Associations and to maintain and promote their relations with the
Government of India.
2.
With a view to
enable workers to strive successfully for the ultimate realization of the above
objects and to strengthen them in the meanwhile, to make their contributions to
the cause of protecting and promoting their own interests consistent with those
of the community.
a.
To assist workers
in organizing themselves in the trade unions as a medium of service to the
motherland of respective beliefs and political affinities.
b.
To guide, direct,
supervise and co-ordinate the activities of the affiliated unions.
c.
To bring about
unity in the Trade Union Movement.
3.
To secure and
preserve for the workers:
a.
The right to work
or maintenance, the right to the service of security and social security to
conduct trade union activities and to the right to strike as a last report,
after being exhausted other the specific methods of trade unionism are
redressed for grievances.
b.
Improvement of
conditions of work life and social and industrial status of Defense Civilian
Workers.
(c)
Expectations enforcement and appropriate amendment of existing labor legislation in their
interest.
(d)
Enactment of new labor laws from time to time in consultation with the Labor
representative.
4. To inculcate in
the minds of the workers of the spirit of service, co-operation and dutifulness
and develop them into a sense of responsibility towards the nation in general
and industry in particular.
5. To educate the employees
by organizing workers Training classes include study circles, guest lectures,
seminars, symposia, excursions etc. Co-operation with Institutions /
Organization of having similar aims and objects of the Federation, such as
central board workers' education, labor research center, universities etc. and
also maintain Libraries,
6. To publish or
cause publication of journals, periodicals, pamphlets, books and any other type
of literature related to employees and their interests and to buy, sell and circulate
literature regarding employee.
7. To establish
encouragement and organizing labor research centers and similar activities.
8. Generally take such other steps as may be
necessary to ameliorate the social, economic. Cultural, civic and general conditions of the
works.
9. To render assistance or to establish
co-operative societies, welfare institutions, clubs etc. For the welfare of all over the common man in
general and the workers and their families in particular.

REASONS
FORWORKERS TO JOIN TRADE UNION
1.
Workers join unions because they. Constrained by circumstances to do no, and
because they want to.
2.
To get economic accuracies through steady
employment and adequate income.
3.
To restrain the management from taking any
action that is irrational, illogical, discriminatory or prejudicial to the
interests of Labor. Workmen wishes that
the assignment of jobs, transfer, promotions, discipline of maintenance, lay
off, retirement, rewards and punishment should be based on a pre-determined
policy and on the basis of what is fair and just

For better communication of their news, goals,
ideas, feelings and frustrations to the management and have an effective voice
in discussing their welfare.
5.
To secure protection from economic hazards
beyond their control for example, illness, accident, death, disability,
unemployment and old age.

way and gain respect in the eye of their peers.

ESSENTIALS OFASUCCESSFUL TRADE UNION
1.
Should have a
social foundation, so that it may be strong enough to achieve success in its
realization of its objectives.
2.
It should have
clearly enumerated objectives and a coherent and well-conceived policy, and it
should consider itself a business organization
which requires careful planning and sound organizational methods for its
success.
3.
Should
be an enlightened one, so that it may be able to guide and direct the Trade
Union movement properly. This
presupposes the correct and effective leadership which should come from the
rank and file of its members and subject to their support or rejection.
4.
The
union should be run ‘’by the members for the members".
5.
Should
have honesty and integrity purposes not only in financial matters but also in
relation to its employer, the formulation of polices and evaluation of its
performances,
6.
A
sense of responsibility
a. To be internally strong that it can be
effective in protecting the interests of the workers,
b. To be a careful and responsible way in
its economic power
c. To be democratic so that the worker's
right. Self-government becomes a
reality.
